Peru, in line with the principles enshrined in the Charter of the United Nations, wishes to reaffirm its firm commitment to the promotion and protection of human rights and fundamental freedoms, which are indispensable elements for the rule of law and democratic governance.

With regard to the resolution to be considered by the Human Rights Council at its fifty-first session on the situation of human rights in Venezuela, Peru is closely following the situation in that country and remains concerned about the serious human rights violations and abuses that continue to be documented by the Office of the United Nations High Commissioner for Human Rights.

At the same time, Peru recognizes that measures taken by Venezuela, with the support of the Office of the United Nations High Commissioner for Human Rights, aimed at strengthening rule of law constitute opportunities for improvement. It is essential that the reforms undertaken materialize into effective and sustainable changes based on international human rights standards.

In this regard, Peru values the presence of the Office of the High Commissioner in the country and reaffirm the importance of its monitoring, reporting and technical assistance mandate. We encourage Venezuela to continue strengthening its cooperation with the Office of the High Commissioner and international human rights mechanisms, with a view to improving the human rights situation.

Peru will support all efforts, such as the Mexico process, that promote dialogue among Venezuelans aimed at the normalization of its political life through free and transparent elections, the end of economic sanctions, and that lead to a solution to the crisis and progress in the protection of human rights and fundamental freedoms of all Venezuelans.
